RE: Reassessment Schedule

My confederates,

You will find your Reassessment schedule posted on the bulletin boards today. Everyone is given a week to prepare for this exercise and I trust this activity will pave the way to improvements and the eventual growth of our organisation.

Now I understand there has been a mood of anxiety regarding my decision, which I assure all of you as needless and pointless dilly dallyings. Performance evaluations are organisational procedures, I find it appalling that I need to bring this to obvious mention. I suggest that our agents focus themselves on the preparation and delivery of their evaluations rather the anticipation of their results. Let us not be too pessimistic, shall we?

I close my brief address with my best wishes to all. I should also remind you that your fates in the organisation are eventually in your very capable hands.

My confederates,

Since I took up the mantle from my predecessor earlier this month I had been keen on studying the work that she has accomplished during her term--unfortunately cut short--of managing the Bureau. I have reached a conclusion and I would like to take this moment to share it with you.

Layla Miller governed the Bureau with what I see to be a laissez faire style of leadership, eager as she must be to empower the agents, trust in their capabilities, thereby cultivating independence and motivation. No doubt, this has produced excellent work in the past.

However I must tell you now. My method is not similar to Ms. Miller's. Allow me to justify why I will be managing the organization differently.

For our affiliates and those who recognise our work, the B.P.R.D. is a special agency of the highest calibre. They look to us with a great deal of respect and trust, such that must only be properly reciprocated. To tell you the truth, there had been criticisms in the way Ms. Miller had run our agency, especially during the problem with the Book. They saw that it was too lax and detached, even. There were suspicions that the agents have not undergone sufficient training and worse, there are claims that they have behaved questionably leading to some untoward incidents that had placed our public in danger. I am most troubled to say that these are not mere accusations as they are supported by reports and evidence.

My friends, I am not pointing these out to admonish you. Far from it. I write this as a point of deep concern, such that we as an organisation must collectively remedy lest we lose our reputation, our respectability, and ultimately our survival altogether. I promise you this will not happen under my watch. A lot of work needs to be done. I will personally see to this.

To begin with, I have decided to require all members of the Bureau to undergo a Reevaluation and Reassessment from the Deputy Director down the line. Mr. Jenkins have provided me all the files I need and I as your Director, only ask for your utmost cooperation and expect nothing less. Anything else will be regarded with suspicion, and may lead to forced removal under the grounds of insubordination. More information on these will be disclosed as soon as they are available. You may rest assure that all of this is for the better good of our organisation.

[Filter: Investigation team]

It has come to my attention that the open investigation into Layla Miller's death has not yielded any concrete results. Far be it for me to criticise the hard work of all those involved, I'm however forced to concede that your efforts have not been successful and any more time spent on the case would simply be wasted - you are all valuable resources of this organisation, and many of you will be needed elsewhere. It is for this reason that I will be disbanding the current team. Of course that is not to say the investigation shall not continue, but they will now be carried out by agents I have brought over from Bristol - I trust in their ability fully, as well as their objectivity, which may prove to be an advantage in this situation. I ask that none of you approach my agents, so they may retain neutrality in their work.

Thank you for your effort thus far, and it is my sincerest hope that you will no longer pursue the case, lest I be forced to hand down disciplinary action.

Greetings, Fairfield.

I should like to thank Westley for the introduction he has made for me although to my former agents, this is hardly needed. It is true what he said: driven by necessity, I have become director of this branch and it was not an easy decision on all our parts. I am very aware of the responsibilities and expectations of being your director but I shall not look back and I shall not hesitate.

The same must be done by you, Fairfield. Layla Miller was a very capable, intelligent and brave director during her time with us. You should remember that it is not only you who are mourning for the great loss of such a woman, but so are the rest of the branches of the Bureau of Paranormal Research and Defense...and we are all taking pains to move on with you, Fairfield.

Rather, I should say, "with us, Fairfield."
